Description

Seattle City Light, a department of the City of Seattle, is one of the nation’s largest municipally owned utilities in terms of the number of customers served. In this position, you will provide direction to the utility on Distribution planning, interconnection and operational issues. You will support and sustain SCL as a high performing organization by contributing to excellent organizational performance and customer service. You will contribute to the vision, mission and values of SCL through responsible and effective work performance. This position reports to the Distribution Planning Supervisor.

JOB RESPONSIBILITIES:

Here is more about what you’ll be doing:

  • Lead team in the planning, design, construction and operation of electrical distribution system
  • Responsible for system planning and operation to meet distribution capacity, security and reliability needs
  • Review and deal with utility-wide and industry-wide issues and strategies
  • Develop/lead planning, operation and protection studies for the City Light /Distribution system for System Control Center, Engineering, and customers
  • Coordinate and lead suburban cities on distribution system plans. Perform feeder analysis and investigate system losses and power quality
  • Coordinate NERC compliance as it related to Distribution Service providers
  • Assist in developing Distributed Energy Resource Plan
  • Assist in developing Small Area Load Forecasts
  • Support Grid Modernization and Electrification
  • Perform power flow, under voltage, under frequency, dynamic, and stability studies
  • Provide technical advice and serve as technical expert to the department on City Light's electrical power system
  • Troubleshoot operational problems in substation and distribution systems
  • Create procedures, guidelines and remedial action for the utility's operations plan
  • Oversee system planning to meet load and reliability requirements
  • Review equipment specifications and contract agreements
  • Review Customer plans and attend customer plan development meetings
  • Develop short and long-range Distribution Capacity plans
  • Prepare large customer and interconnection impact reports
  • Develop Distribution Engineering Guidelines and Standards


Requirements

Required Qualifications: In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has: 

Requires six years of progressively responsible, difficult and highly complex or visible electrical power systems engineering experience and a Bachelor of Science degree in Electrical Engineering or other combinations of education and/or experience which provides preparation to do professional electrical engineering work on major electrical power systems.


Desired Qualifications - You will be successful if you have the following experience, skills, and abilities: 

  • Utility planning experience and experience with managing projects related to electric utility transmission and/or distribution engineering design and construction. 
  • Able to develop and write construction guidelines, material/equipment specifications and operating procedures. Analytical skills in engineering such as performing faults analysis, load flow, equipment rating, and ampacity calculations.  
  • Computer skills such as CYME, PI Historian, LOADSEER, Power World, GE PSLF, ETAP, OSI, Oracle WAMS and OMS, PeopleSoft, AutoCAD, Word, Excel, Access, MS Project; 
  • Ability to write clear, understandable and professional letters, memos and reports; 
  • Ability to give presentations to professional staff, management and government agencies; good verbal communication skills; 
  • Ability to work as a team member in a diverse workforce.   
  • Knowledge of SCL infrastructure, construction specification and work practices a plus.  
  • Familiarity with IEEE, ANSI, NERC Reliability Compliance, NESC and State regulations.
